This is quite a drive, my maps says 30 minutes, but it will feel longer. It is totally worth the drive. This beach/park has playgrounds for kids, grills and shelters, (reservations required) if not reserved, the shelters are free to use, a fishing pier, as well as restrooms and plenty of parking. Surfing is to the left of the pier and swimming to the right. Most importantly, they have lifeguards on duty. Parking is $5.00 for non residents of Virginia Beach, a bargain compared to Oceanfront rates! This is the beach I took my own kids to for years!

Fishing pier and public beach area with large clean restrooms and a children's playground. Large parking lot - self pay.
One of City of Va. Beach Parks and Recreation parks, Little Island has lifeguarded beaches (summer), a fishing pier, playground, tennis courts, surfing area, large parking lot and several picnic shelters.
