I often get questions about diving and snorkeling around Hua Hin, and this is my best suggestion, based on researching online scuba forums, not my own experience: it's about 3 hours' drive south, and you have to leave from Hua Hin early in the morning to catch the ferry out to the island. There are "eco-tour" companies that will book the whole thing for you, including transport from Hua Hin, but I can't vouch for any particular one. It's not as spectacular as the dives further south in the Gulf of Thailand, but it's the closest you'll find to Bangkok. If you're a serious diver, you should know this already, but look on the west coast of the country, in the Andaman Sea, for outfitters based out of Ranong that will take you to the islands along the border with Myanmar. Logistically much more involved, but supposed to be some of the best in Southeast Asia.
